Project Location: New Rochelle, NY
Client: City of New Rochelle
Avalon-on-the-Sound is a key element in the revitalization of downtown New Rochelle, New York. The Project consists of approximately 1,000 apartment units situated in two high-rise buildings in an area that was the focus of the City’s efforts to bring new life to the downtown area. The buildings contain complementary retail space and parking facilities on the lower levels. The Project is in an ideal location – adjacent to a Metro North Railroad station (also serving Amtrak) and only 30 minutes north of New York City.
Detailed Traffic Studies were performed, determining necessary improvements in the downtown area and incorporating roadway and access modifications. Air Quality and Noise impacts were reviewed in detail to determine impacts on adjacent neighbors based upon base traffic data provided by PDE. PDE prepared the Traffic sections of the Environmental Impact Studies for the Project. PDE determined Utility requirements for the Project, including sanitary and storm sewer. Services also included the review and modifications to the parking garage circulation and access.
PDE, through its engineering expertise, assisted the City of New Rochelle in its ongoing efforts to revitalize the downtown areas by bringing new businesses and residents into the City.
